Not having guarantor for passport application

If I cannot find an eligible guarantor for passport application, I know that PPTC 132 should be filled and submitted.

As per the IRCC website, it can however delay processing application.

Does anyone have an idea or experience how much delay it may cause? You or may be someone you know - or if you have read somewhere - any info on this is appreciated :)

PS: I am not trying to find a speculative answer.

It all depends on the passport officer assigned to you. Some won't care at all if you don't have a guarantor (read "no extra delay"). Others, like the one who was in charge of my file, could delay its processing or simply reject your application. A word of advice: do not list any Canadian citizen (one who has a Canadian passport) as one of your references. In my case, the officer pestered all my references about whether or not they are holders of a Canadian passport and upon discovering that two of them are, called me back and tried to force me to get one of them to act as my guarantor - which I have refused, I am currently waiting to receive the reasons for their refusal in writing so I can pursue the matter in court.

Here's one person from this forum who applied by mail without a guarantor and didn't even provide a reason as to why he was unable to find one. Only one of their 4 references was contacted (in my case they called all 4):
My passport has arrived today.

Application Mailed (no guarantor): Jan. 31
Received Gatineau: Feb 2
Online Status Request: Feb 16
Online Status Response: Feb 21 - File Under Examination
Credit Card Charged: Feb 21
Second Online Status Request: Feb 25
Online Status Response: Feb 28 - File Under Examination
Passport Office Contacting only one reference listed in the Statutory Guarantee in lieu of guarantor (2 references required): March 1
I missed adding a reason why I have no guarantor in the Statutory Declaration In Lieu of Guarantor form but they did not call me
Passport Received on Mailbox: March 8, 2022, with Certificate of Citizenship in same Canada Post Express Envelope.
Here's another case from another forum. The person is Canadian-born but couldn't find any guarantor, it's interesting to read the outpouring of understanding and sympathy he received from his fellow Canadians (I was lambasted by some long-time members of this forum and made to feel that it MUST be my fault and something must necessarily be wrong with me for being unable to provide a guarantor):

Thanks for providing these info - one question though - why 4 references? The form says you need two references.
Also, if I may ask, what was your Service Canada location (city)?

You need to provide 2 additional references (cannot be the same as the ones you listed on the the main passport application form) on the statutory declaration form.

I went to a Passport Canada location, not Service Canada (at the time when they called me for the appointment they said for my travel date Passport Canada would be faster). For privacy reasons all I'll say is I'm not in Ontario.
