I would like some advised.
We left Canada 3 years a go and did not fill the T4.Now we are applying for work visa.Could this be implicative if I owe taxes?How can I negotiate the payment living overseas?

There's not much to negotiate. File your return, see if you owe taxes and the calculate the penalties that have accrued. Once you have this figured out, make the requisite payments, if any, and move on with your lives!
