No. Everyone has a chance to apply once they get 1095 days in the past 4 years is reached. Sometime in middle of this year, it will be 1460 days out of 6 years to qualify.

It is a 4 years sliding window. Basically, at any time you look 4 years back and if you have accumulated 3 in Canada, you can apply.

Not to be confused with 2 of 5 years to maintain residency.

What I mean is, for example, I only stay in Canada for 1000 days in the span of 4 years, will I still have a chance of applying for citizenship ?

no, it would be virtually impossible. Also, starting this summer, the number of days required will increase to 1460.

You are short 95 days. That is too many. If you were short by just a few days... maybe MAYBE you would have a chance. But 95? Forget it.

The answer your question - it's a NO.

Just confirm your eligibility online on the CIC website https://eservices.cic.gc.ca/rescalc/resCalcStartNew.do?&lang=en&_ga=1.184379554.588293880.1419352997
It will even tell you precisely when you will qualify if you don't leave the country again.

You do not qualify since you are short of the required days of physical presence. If those number of days is always consistent within the 4year timeframe for your application, then you do not always have a chance. You might have a chance if the new requirement (1460days of 6 years) comes into effect, since the timeframe taken into account is longer(6year window). If we'll consider your figure(average of 1000 days in 4years), that's 250days in a year. You'll end up having 1500 days in 6years. That if your practice of staying in remains consistent in a year.
