Not able to create Express Entry profile!!!

I've been trying to apply for express entry but my profile always comes back as ineligible.I was once in the pool, received an ITA and had to decline it due to changes to my personal situation. Once I declined it, the system automatically said I was ineligible for express entry. Its supposed to send me back to the pool or give me the option to withdraw my profile; none of which happened. I tried to create several profiles using the come to Canada tool. I always pass this pre screen. In fact the system always gives me a code. I've used these codes successfully but after submitting my profile, it always comes back as ineligible. Please advise on how I should proceed. I've already missed out on 2 invitations and my work permit is expiring soon.
Below are my details applying under FSW. Actually, I qualify for both FSW and CEC.
Age-28
Education- 4 Years bachelors degree in Public Affairs and Policy Mgt-Carleton University, Ottawa, On
Language tests-Celpip-10, 9,8,8
Canadian work experience- 1 year Noc B
Foreign Work experience- 4 years-Noc B
Funds-14000
