My wife and I live outside of Canada with our child. Myself and our child are Canadian citizens but non-residents. Wife is Indian. She has applied for PR outside of Canada which should be coming end of 2016 according to timeline. Can we move to Canada as non-residents?
Idea is to live in Canada but not work. She'd be a visitor for 183 days then leave and come back for another 183 days as a visitor in 2017 (so not more than 183 days in Canada in same calendar year). If PR comes through she leaves and re-enters as new PR and I declare myself resident at that point also. Our son will go to primary public school in Canada during our stay. Idea is we are visiting Canada but still retain our residency abroad.
