Ask her directly if she would consent to the medical and police check. The police check is no big deal in any case, and the medical is not a full medical, which might be too invasive for her tastes. It usually just involves a chest x-ray, blood work, and a few questions (though you should ask the doctor doing the exam beforehand if he/she does anything else - a few do do a pelvic exam; if the answer is yes, and that is a problem, go to someone else, because most don't do a pelvic exam.)
I'm saying this simply because it is a lot easier to include a dependant child on the application (even as non-accompanying) than to try to convince the visa officer that you really do not want to include her.
