Non accompanying parent declaration form and custody document

I am in complex situation right now in regards to this non accompanying parent declaration issue. I included my son in my PR application and couldn't include my wife because of point issue. My intention was to get visitor visa for my wife to travel with my son when he gets PR. But now they have sent me this non accompanying declaration form and I am confused here. If my wife signed this form, it will mean that she cannot come with my son who is less than two years. Issue of custody too does not arise in my case as my wife and I are still married and jointly taking care of the boy. What can I do in this case? Does anybody have same experience here? Is it a good idea to write to CIC and explain to them what my intention is?

She can still apply for a TRV.

Note that it tends to be much more difficult to get a TRV approved if your spouse has Canadian PR. So make sure you have a back-up plan in case her TRV is not approved.

Thank you very much for your response. I appreciate it! In my case she doesn't have Canadian PR. So I can still make her sign the declaration form, right? I have also started the process for the TRV application.
