Non-Accompanying Dependents - Schedule A - Are they also Principle Applicants?

Background: We have an inland PR application with AIP - sparing you the nearly two year application process , suffice it to say that there is one last piece to the puzzle ... the paperwork/medical/criminal checks for two non-accompanying dependents.

Situation today: Our submission to Vagreville excluded the non-accompanying dependents as we made a declaration forfeiting the rights to include them (they are 17 and 22 and do not want to leave Mom/South Frica). Vagreville deemed that they must be included. The two dependents will be handled through Pretoria and they just received forms to complete. The forms are (1) Generic 0008, (2) Schedule A and (3) Other Family Info Form 5406. Pretoria requested that both dependents fill out each form ie) 3 each. Here is the twist .... one dependent is 17.

Question - when completing Schedule A, are these two considered "the principle applicant" in which case I can see why they are asking the 17 year old to fill it out? If they are NOT the prionciple applicant, then the younger dependent at 17 is not represented on the forms ... Pretoria clearly wrote their names on both sers of forms implying that even the 17 year old complete Schedule A and 5406 ... There is no Call Centre in Pretoria to ask.


I have read the guide but this situation seems to be grey ....

There's only one principal applicant: your husband :).

Thank you fandv. If that is the case then they check the box on Schedule A that is "the spouse, common law partner or dependent child 18+". What forms does the 17 year old complete (of the three mentioned above - generic / Schedule A / 5406)?

I read somewhere else that the dependent who is over 18 completed Schedule A and listed his younger sibling as a dependent .... have you heard of this?

I don't want to submit the forms incorrectly and face yet another delay ....

Alright so I checked Guide 5289, which is for inland applicants:

According to it:

*Dependent children aged 18 and over living outside Canada do not have to complete this form. The visa office will send them instructions.

1. Generic Application Form for Canada (IMM 0008)
Must be completed by the sponsor's spouse or common‑law partner and his or her dependants aged 18 and over who are in Canada*


2. Additional Family Information (IMM 5406)
Must be completed by the sponsor's spouse or common‑law partner and his or her dependants aged 18 and over who are in Canada*


3. Schedule A – Background/Declaration (IMM 5669)
Must be completed by the sponsor's spouse or common‑law partner and his or her dependants aged 18 and over who are in Canada*


As you can see, there's a star (*) at the end of the instruction sentence for the 3 forms you mentioned, which means that since the 2 kids are not even in Canada, they (including the 22 year old) do not have to complete the forms, so I find it strange that Pretoria asked them to complete those 3 forms.

When Pretoria sent the kids the 3 forms, did they include a letter with an instruction? What did the letter say, exactly?

You said this though: "Pretoria requested that both dependents fill out each form ie) 3 each", so if I were you, I would follow what they want (i.e.: having both the 17 and 22 year olds complete the 3 forms), regardless of the fact that the little one is only 17. I think it's better to provide them more info, than less :D.
Don't worry about doing it wrong though...when you send back the 6 completed forms (3 for the 17 year old, and 3 for the 22 year old), you can also include the original letter that they sent you, and you can write a little letter/note, highlighting something like "Hi Vegreville/Pretoria, you guys wanted my 17 and 22 year olds to complete IMM 0008, 5406, and 5669 as specified in this letter that you sent us. And therefore we did what you wanted, and here are the 6 forms, etc etc...."

Any chance you can scan the instruction letter? Would be nice for me and others on this forum to see Pretoria's exact request, so we can advise better... :)

(I wish I knew more about these things, but I'm sponsoring only my wife (we don't have children yet), so I don't know much when it comes to dependants =/)

Another thing is: you're doing it inland right...so I have no idea why Pretoria is participating as well? I thought if applying inland, Vegreville would be the only one to deal with. But apparently not eh...!!

The Visa Office sent a letter with the forms which stated that 'although they were not accompanying ... Poease complete enclosed forms'. The 3 forms are (1) generic, (2) Schedule A and (3) 5406. They said to send these forms with photos nd unabridged birth certificates - and then wait for instructions on medicals. They also hand wrote each the names of the two dependents on each form ie) 3 forms each. I have no doubt that they want these forms >>>> so the only question is how to handle the 17 year old when Schedule A and 5406 both state tht they are to be completed by A) Principle or B) dependents 18 +.

I will try to scan letter tomorrow.

In the meantime thank you again and perhaps someone who has gone through this will read the posts. I stayed up till 1 am (8am pretoria) to call the pretoria office only to discover that they don't have a help desk.
