Non-accompanying dependant passport

Just need to clarify: I have 1 dependant under the age of 18 who will be "non-accompanying". I know he will need a medical done, but does he NEED to have a passport too? I cannot find anywhere in the application guide that clearly states whether it is a "requirement" for a dependant to have one if they are non-accompanying.

refer checklist.....Most recent issued passport or travel document for you and all family members (who will accompany you to Canada).

you don't need to submit travel passport for non-accompanying dependent

Yes, i did see that. I was just curious because under the dependants info section, it says "Name as listed on passport or travel document". He's 4 so he has neither, only a birth certificate.

Also, on the IMM0008, it asks "How many family members, including you, are included in this application (see instructions guide)?"

Does this include my wife (the sponsor) who is a Canadian Citizen living in Canada? When I click on the link in the instructions guide under this section, it takes me here: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=343&top=14&_ga=2.268483121.1777086527.1516031326-2086632992.1513104400 which doesnt really answer the question.

Obviously she's listed as my wife in the application, but it makes it seem like I should only list myself and my dependants here in the US, not her.

"Name as listed on passport or travel document"......if passport or travel document will be provided.......you don't need to submit travel passport for your 4 year old non-accompanying child.

"How many family members, including you, are included in this application = Principal Applicant (PA) + PA dependents (non-Canadian citizen accompanying and non-accompanying dependents included in the sponsorship application)......the sponsor is not included in the count.
