Even after the professional consultation my application was refused by Immigration Officer, London on 13th June 2012

My consultant already wrote reply to I.O.(London) on 25th June 2012 for reconsideration Also myself wrote letter to I.O.London on 23rd July 2012. (they received on 24th July 2012 in London) and The program Manager, Consulate General for Canada, Los angeles, California with the attested copies of education certificates (in New Delhi, of India) on 1st August 2012 through DHL (now it is in Los angeles).

My education is SSC+HSC+Diploma 3yrs. = 15 years full time study. IO gave only 15 points.

So, I need assistance to proceed further.

I am really sorry to read about your situation. Looking at the official points, it seems this is what you should have been given: You have a three-year diploma, trade certificate or apprenticeship and at least 15 years of full-time or full-time equivalent study. 22 points What did you provide as proof of that education with the initial application? Was the institution recognized at the time you were studying and graduated? Did you provide evidence that it was? Do you think your consultant provided everything required with that first application or are you providing additional documentation now?

In other comments, his education is as follows:
secondary and high school = 10 yrs
pre-university = 2 yrs
diploma = 3 yrs

In the rejection letter, the VO said that pre-university(higher secondary) is not a requirement for admission to the diploma program and awarded points for 13 yrs of education. He has to show that "pre-university" was a requirement for him. e.g. had to improve high school grades as a condition for admission to the Diploma program, etc. To help establish this, he should provide high school transcripts, minimum admission requirements to the program, proof that he applied and was denied admission due to grades, etc. Failing that, he has no case, I'm afraid and will have to re-apply

Thank you for the explanation, SenoritaBella. I am really sorry for Manjuachar. Education gained at an accredited institution should be counted. All learning builds knowledge.

The OP will have a very hard time getting leave to appeal, as the Federal court of Appeal has already ruled that you can't add up additional training to get the total no. of years of study higher. Read: http://decisions.fca-caf.gc.ca/en/2011/2011fca339/2011fca339.html
