Even after the professional consultation my application was refused by Immigration Officer, London on 13th June 2012

My consultant already wrote reply to I.O.(London) on 25th June 2012 for reconsideration Also myself wrote letter to I.O.London on 23rd July 2012. (they received on 24th July 2012 in London) and The program Manager, Consulate General for Canada, Los angeles, California with the attested copies of education certificates (in New Delhi, of India) on 1st August 2012 through DHL (now it is in Los angeles).

My education is SSC+HSC+Diploma 3yrs. = 15 years full time study. IO gave only 15 points.

So, I need assistance to proceed further.

What was the reason for rejection? Someone in the skilled worker section was rejected because the VO said SSC is not a pre-requisite for the diploma program.

The visa officer said higher secondary(pre-university?) is not required for admission to the Diploma program.

In Canada, pre-university courses are generally for students who want to get a head start or they need to improve their grades before being allowed to register for university classes. If you had to improve your grades, that would make it a requirement for you and you should say this in your reconsideration letter.
You should also submit a copy of the minimum requirements for the Engineering diploma program and your high school transcripts, to help establish that you did not meet requirements.

for a visa or for any other document required by the regulations. The visa or document shall be issued if,
following an examination, the officer is satisfied that the foreign national is not inadmissible and meets
the requirementso f this Act. Subsection2(2)s pecifiest hat unlesso therwisei ndicated,r eferencesi n the
Act to "this Act" include regulations made under it.
Following an examinationo f your applicationI, am not satisfiedth at you meett he requirementso f the
Act and the regulations for the reasons explained above. I am therefore refusing your application.

So I want to know whether the Visa Office of Canada immigration decision is it correct? If not what can be done to request for re-consider the application.
