can i applay for the programme of skilled worker if the occupation under which i would apllay is on NOC list, but I was working in it four years ago for 3 years, currently I am working in a different occupation, which is not listed on NOC. Should i mention them both?

Yes! you can mention both. As long as you have worked for continuous 1 year in any of the 29 qualifying job categories in the past 10 years, you can claim points.
