NOC for spousal sponsorship

Hi,
My sister wants to sponsor her husband but her husband is in navy in that country... will he need NOC to be eligible or police clearance will be good enough.... plzzz let me know

NOC has nothing to do with spousal sponsorship, not sure what you mean by that. I don't think he could be sponsored if he's still in the military, how would he live in Canada? He'd be a deserter.
