I am currently employed without LMIA (PGWP). My NOC (2161) covers entry level all the way up to seasoned experts, as per hrsdc.gc.ca/noc/english/noc/2011/ViewAllTitlesNocCode.aspx?val=2&val1=2161&val17=2161&val18=0&val19=0

Compared to other NOCs such as 1112, it covers only analyst levels - hrsdc.gc.ca/noc/english/noc/2011/ViewAllTitlesQuickSearch.aspx?val=1&val1=1112&val65=1112

This causes my NOC's wage band to be a lot wider, pushing up the median wage to people with around 4, 5 years of experience - which I am not there yet (<2 years). Given that my wage is lower than median, does that mean that there's no chance at all for a positive LMIA or Ontario PNP (seems to be same wage req.) despite a fair pay for my experience?
 
For LMIA, median wage is a must.

For Ontario PNP, i think it only requires minimum, rather than median. Check again.

This is the reason PGWP can't get LMIA despite no Canadian equivalent is available for a certain job. Similar story for Mechanical Engineering (2132), junior wage can be as low as $20/hr and senior positions can be >$60. With median wage of 2132 at $38, there is no way any company offering that to a junior engineering position. Although some junior Mech Engineering positions can be treated as Technologist (2232), this is still a problem to some provinces (AB & SK median wage of 2232 is $38 and $37 respectively)

This also means practically companies can't hire anyone else if no Canadian is available.

Unfortunately I have exceeded 2 years since my graduation, so for Ontario PNP the median wage applies too. For those still within 2 years of graduation, minimum applies.

SOL it seems.. I can only hope for the score to drop fast.. PGWP expires end of this year..

BC PNP has express-entry stream requires only a job offer, not LMIA. Although I am not entirely sure if there is min pay requirement (doesn't say explicitly)

Interesting.. Maybe I could arrange for some sort of transfer over to offices there..

They say "wage at market rate", which is different wording for "median, average, prevailing" etc
