Hi - my husband has worked as the director of development and a program manager for a large non-profit that provides social services like housing for homeless, medical care, veterans' services. I don't think the NOC code should be the social services but I can't figure out what else it could be. Any advice?

What NOCs are you considering because it is compared to job responsibilities, not title, so you have to do that yourself.
 
I was thinking it was 40030 but I've since found 00013 and I think that is closer to his responsibilities.

If you could list down all his primary responsibilities, it will be easier to search it on NOC site. Also it's probably not going to be an exact match, so you have to extrapolate a bit.

00013 is only the right code if he is very senior in the organization. Codes starting with 000 are for roles like CEO, CFO, COO, etc. Does he report directly to the person to heads up the whole organization?
 
He is and he does report directly to the head of the organization. He's only been in the that role for about 2.5 years though, and previously he would have been more at the level of the 40030 code.

So in that case the 00 NOC could be the right one. What is most important is to match to the NOC with the closest job duties.
