NOC Cap for aspirant without Job Offer and PNP

Hi,

The previous system of 50 eligible occupation will be discarded for the EE2015. Now, the confusion is how will they judge the cap for all NOC for those who dont have Job offer supported with LMIA or PNP.

Whether it will be as per the demand or purely on the basis of CRS.

Help me to understand more about the process.

There is no cap for NOCs. The only thing matter is your points in EE system.

I think CIC wants to leave the "cap" to the job market in Canada, where more people with desirable and demanded jobs gets PR than otherwise (obviously because they are suppose to get arranged job offer easier).
