I am a electronic engeneer I want to apply as a electrician I have almost 4 years work exp. at this noc, can I apply? am i eligible for appling?

yes I am still working as a apprentice electrician with one of my friends, i couldn't find work in large company and for now i am working with one my friends that have a electrician store he have lots of contract with other companies and with buliders. so i am working with him as a apprentice since i was student. so can i apply under this noc ??
