Do anyone have completed permanent residency process under NOC 2253?

If yes, Please share your experience.

I am 39year old from Gujarat, India. ITI 2years course completed and work experience of around 17years.

Age might be the concern for express entry profile for me. I have secure 8,7,7,7 band in IELTS general module.
But after filling an express entry check eligibility web page it shows that I do not eligible.

I dont know how to create express entry profile and how to start my application process for WES, PNP, EE or what?

Please guide me successful candidates.
