NOC 2174 and score of 410, should I file EOI? Or wait 6 months to have 450+ score.

I know that latest cut off was 470 but my NOC code is in demand list for Ontario, do i stand a chance of receiving ITA with such a low score from Ontario?

I don't have Canadian education or experience.

I can get ECA from ICAS that can bump my score to 450+ but that'll take another 6 months. Is it worth it to wait that long to get into pool or do I have a chance with this score?

Go ahead and get into the pool now, as you never know, maybe a province becomes interested in you. Nonetheless, that is a low score, and you will not receive ITA with that. Proceed to get the ECA done and update your profile when you get the results.
