NOC 1123 - How long should we wait for PER?

hi,
i have sent my application on 1st of Dec 2014. It reached CIC on DEC 5th, 2014. My DD has not been charged yet nor have I received any mail till date. How long will it take to receive our PER?

tried calling cic, but the lines r busy and can never get thru

calling them doesn't solve anything till DD is not charged.
moreover 1123 has no progress anywhere for over a month now, few december apps have been returned but no clue on early november apps
