I am working in DXB and since all my documents (work certificates from past jobs, school records and bank statements) are in the Phils, its causing me delays and the cap might be reached even before I finished gathering my docs!
Just 2 questions :
1. If the cap is reached, will they automatically reject application and close the NOC? will they refund the fee (550C$).
2. all my university papers (diploma, transcript and cert of completion) were notorized attested / notarized in Dubai/ Phils 5 yrs ago, do i need to get new papers since the transcript is not in a sealed envelope?

Hello Secretary,
1. Yes, once CIC decides the CAP is reached, they will return the application. For people, whose applications are opened, passed completeness checks and payment is accepted, they too have a chance for not making it into the CAP, and so their payment will be refunded and their application will be returned. (Please note, it is not rejection and you are welcome to apply anytime after that)
2. All university papers has to go in a university sealed envelope and that is what being stressed upon these days. Yes, they do accept notarized documents, but again, that would mean additional delay in processing the application as they have to do the genuineness checks themselves. University sealed transcripts speak for themselves and so there is less time spent on checking the genuineness of the documents.

. As of today, we have not got any indication that the CAP is full for any NOC from CIC and so, there is a good chance for you to apply. Gather your documents and apply ASAP.
