Unlike previous year, looks like now Police clearance certificates are a MUST before submitting the application for permanent residence , otherwise we can't use ITA.

And, Without PCC, all PR applications may be refused and we'll be out of express entry pool until NEXT YEAR(if application is refused) !

Police certificates:

To immigrate to Canada, YOU and any FAMILY MEMBERS 18 and older *MUST* include their police certificates as part of the application for permanent residence.

If any of the documents are missing, you may have to *DECLINE* the Invitation to Apply and re-enter the pool. In some cases, this could even cause us to refuse your application.

Seems like PCC from FBI is taking too much time(around 14 weeks or 3.5 months)

The validity of ITA(if issued) is only for 60 days(and PCC from FBI takes around 100 days)

CIC should have allowed people under express entry with ITA to submit their PCC later along with their medicals(just like they did until last year - 2014)
 
So does that also mean PCC is required even applicants did not live anywhere else than Canada after 18 years old for 6 consecutive months?
