no reply to online study application in 2 months

I applied for Study permit on June 18, 2014 from Pakistan and today is 15 August, 2014. But I have not received any email or update related to my application. I suppose they have not even opened my application yet.
Is this normal, I mean do they take so much time or is there any problem in my case ?
And should I contact the local embassy or contact them through the online account ?

The posted processing time for 80% of the study permit applications at Isbad is 11 weeks.

but i know some fellows who were contacted by the embassy to send their medicals after one month.

I think the online applications are processed in Canada, this link implies that:

it also implies that online applictions doesn't subject to normal processing times
