That's my understanding too. The eTA is for the commercial travel operators to know they're allowed to let you on the vehicle. As far as I know the new eTA system is only for commercial travel (airplane, bus, etc)

You would only have issues with commercial land transportation (like a greyhound bus) that you pay a fare to. They also can check PR cards/travel docs similar to how airlines do.

Just rent a car to cross the border and you are fine. No PR card is necessary.My issue is that 1 week after landing, I have to go to the US on a business trip for a couple of days and will only have my COPR because the PRC will take time.

OK, so by that logic, I could get a cab/taxi to go from the Buffalo airport to the Canadian side of Niagra, and then take a train/bus/shuttle downtown To?
