No, they must send the ENTIRE application package including all sponsor and applicant docs, together to CPC-Mississauga.

Even though they will be having an official marriage certificate .. Please advise me if any one ever had a similar situation- everything is virtual so far, they never met in person as I mentioned earlier. Thanks a lot

That depends, is it an official arranged marriage that is common based on their culture? If so it should be ok, as long as the arranged marriage and wedding follows the usual customs.

If it's not an arranged marriage and they are basically getting married the first time they meet in person after only 6 months of dating long distance, then yes it is a serious red flag and there's a very high chance the app will be rejected, as CIC may suspect the marriage has been done for immigration purposes only.
 
there are some red flags.

As you mentions, short length of relationship, never met before wedding etc.
Marriage cert. does not tell that the relationship is genuine.
it would bring more suspicion for your sister's case- married right after she gets in Canada after short term of relationship.


recommend she would enter canada as a visitor and give some time for her relationship.

if she applies as it is, there is pretty good chance she would get rejected.

How will they get married if he doesn't travel to wherever she is? Note that Proxy marriages are no longer accepted by CIC.
 
There's also a much bigger complicating factor here, and that is the OP herself, is a current refugee claimant from Palestine. She also has a brother who is currently trying to do the same thing, and has a friend who is also doing the same thing in the US, seems like everyone is trying to become a refugee claimant here.

Although the friend isn't a big deal, I think the brother and sister refugee claims might have a significant impact on the spousal application. I have a feeling that this sister is possibly trying to flee her home country by marrying a Canadian (hence the fact they've never met and planning to marry after very short courtship). I think eventually CIC will find out that this sister already has 2 siblings attempting refugee claims, and with this short courtship and never having met, this spousal application is doomed to fail.

On the contrary, as part of the PR processing CIC will speculate about the relationship. So if people here are thinking something, there is a good chance a visa officer will think the same way. Better to prepare people for potential outcomes so they can perhaps address it in their PR app.
