No idea where to get commercial photo for Citizenship Certificate

I'm in the U.S. and I know I can easily find places that offer passport photos, but since the requirements for a Certificate of Citizenship are different, I'm at a loss of where to go. Does anyone have advice for U.S. stores/businesses that would give me digital photos that meet the requirements?
I've already submitted the applications (for my kids) and I used a website for generating a photo that supposedly met the requirements. One application was accepted, the other was not.
Any help would be greatly appreciated!

Would be helpful if you mentioned which city and state you are in. Otherwise, you are in Point Roberts, WA, you might as well cross border to Metro Vancouver to get the photos.
