I noticed a lot of people here are using the word of AOR (Acknowledgment of receipt) as a waiting thing from CIO, while the fact is that CIO dose not send AOR for anybody but they send NOA (Notice of Assessment) which means a letter of approval or rejection to the applicant including a temporary file number.
AOR is just to be sent by local visa office (the embassy) when the CIC is received the full application with supporting documents and the final eligibility review is made positively then the AOR will be issued including a new file number to the applicant.
If final eligibility review which made by visa office is negative no AOR will be issued but a letter of rejection will be sent to the application.
