The CIC news release states that these provisions in the
SCCA are now in force.
The relevant provision in the
SCCA is section 8, which prescribes the replacement of section 10 in the
Citizenship Act. Section 8 in the
SCCA is subject to section 46(2) in the
SCCA, which prescribes that those provisions will come into force on a date to be Ordered by the Governor in Council.
Deductively, then, obviously, since the provisions are in force as of May 29, 2015 (assuming the CIC news release is accurate), the Governor in Council must have issued the Order fixing May 29, 2015 as the date these provisions come into force. Otherwise these provisions could not legally come into force.
I assume we will see the Parliamentary Business web page for Bill C-24 updated soon, likewise the Privy Council database of Orders, to reflect the Governor in Council's Order. I assume publication in the Gazette should take place Wednesday, if not sooner. But I would note that when the Governor in Council made the Order fixing August 1st as the date the provisions governing the new decision-making procedures came into force, the Gazette did not publish that Order until August 13, nearly two weeks later.
