She needs to first demonstrate that she has sufficient income to sponsor her parents, which requires 3 years of tax returns. Once she has those, she can apply to sponsor her parents.

she don't have atleast 1 yr of income tax return, but i do have 3 yrs of tax return. if i sign as co-signer, is that possible?

You would be on the hook for 20 years in case something happened and they needed assistance.
