Yes, if you can't apply Permanent Residence within 4 year. But for sure you can get the PR eligibility requirements which is 24 months or 3900 hours work within 4 years.
and a quick note, it applies already since 2011. But I have not heard any LCP that didn't met the 3900 hours or 24 months within four years. So it's safe. But still CIC is unpredictable. We will never know.
