New Working Permit Not yet release

Hello everybody..

please help me what the best thing for me to do.

I entered canada april 2007 as a caregiver.I worked for about 11 months and have my vacation last Mar.18,2008.
after a vacation I returned to canada April 28, 2008,I applied for another employer and while waiting for the new employer document
to be approved and released, my family told me that my husband is in-need of emergency operation,it was June 26'2008 when I flew back home to see the condition of my husband.
and when I am ready to go back in Canada my new employer have already a new caregiver to replace me.
So i seek the help of my previous employer and ask her if I can go back work with her, and she sent me a guarantee letter that i can work to her again.

I've been to canadian embassy and present the guarantee letter to them, but when they returned my passport only TRV marked and letter saying that I did not meet the requirement of Regulation of 179.
another is, You have not satisfied me that you would leave canada at the end of your stay as a temporary resident.

Where can I address my letter of appeal?
Do I need to attach the hospitalization report of my husband?

guide me pls where to address my problem.

1. Your problem appears to be that you can't meet the requirement of 2 years of work as LCP in the 3 period. You entered in 04/07 worked to 03/08 (11 months) so you require 13 months between now and 03/10 which is impossible. You would need a new LMO and then apply for a new work permit and start the process over again.
