New work permit issue

Hi.. i just want to ask, a friend of mine just got received her new work permit. And it was stated in her permit that she is not eligible to apply for PR after 24 months. Is this has something to do with the program of government that PR application will stops on November 2019? Thank you in advance

Two years. Just wondering why it was stated in the permit that she is not eligible. I heard the government were just stops the 2 pathways as it will ends on november 2019. And i thought they're going to find an easier pathway to apply.
