My boyfriend lives in the US. He is looking to come here to Alberta to live/work.

I don't know where to start. I understand that he needs to secure a job offer even fore applying for a work permit (which seems backwards to me)

He will excel in the General labour/Construction industry. When applying for jobs does he just apply to everything and hope that an employer has an LMO? Or is there specific employers I should be looking at? How do you know a particular employer is actually willing to hire TFWs??

Thank you in advance for any guidance on this.

Thank you.

Yes - he needs to secure a full time job before he can apply for a work permit.

Unfortunately there is no list of employers available. He just has to apply and hope he gets lucky and finds an employer willing to go through the LMIA process.

If he is a very recent college graduate and the right age, he can also look into the SWAP program which could allow him to work in Canada for a year without first securing a job offer.
