Hi all -
In case you've missed all the hoopla on the Skilled Workers forum, CIC has just implemented new rules, mainly for the Skilled Worker Class, but also for other classes including CEC.

For CEC, effective today, all applications received MUST have language test results. Doesn't matter if you're a native speaker, doesn't matter if you're a citizen of the UK, Aus, USA...

Thanks jes_ON. I still think they need to provide a wider range of language testing organizations in Canada for the benefit of CEC applicants. I don't understand why organizations like the Canadian English Language Proficiency Index Program (CELPIP) (already used by FSW selection but not CEC), the Michigan English Language Assessment Battery (MELAB) have not been okayed for CEC applicants - just to give a little bit of choice.

No, it is not retroactive. However, if you are not a native speaker, the rule prior to June 26th was that you had to submit the results of a language exam, that did not change. It only changed for native speakers.

My wife applied last april for PR as CEC and we received file number in last may
do they may ask her to write English test despite she wrote a letter of Proof of English Language Proficiency and support her claim with letter from her work place indicate that her English is perfect?

No, they will not ask for test results. If you did not provide them and your wife is not a native speaker, the application has a high probability of being rejected.

As of April 9 (depending on when her application was submitted), CIC rules stated that all non-native speakers should submit test results; if they did not, the application would be evaluated without them, no second chances to submit test results.

Hi all,
- we sent our documents in April 4, 2010
- CIC received our documents in April 5, 2010
- we received a letter from CIC in May 6,2010
( contain File Number, Receipt, Code Label)
- In e-case show " processing"

- we have been in Canada Since 2003 and we have two kids were born in Canada
- My wife has been working as resident physician since 2004 " under work permit code 3111"
- Do you thing might reject our application after issue file number and withdrawal the money ?

Looks like you got your application in right before the April rule change, so you are probably OK :) But CIC can reject an application at any time, even after asking for your passport. Unlikely, but possible. Canada wants physicians, tho, so ... best of luck!

Hi,

I am wondering if this is going to have an impact on my application. I submitted my CEC application on June 4th, received on June 5th. I have received nothing in the lines of paperwork as yet. If I log into e-cas online, it shows that my application is in process, and that they began processing on October 7th.

Will this new rule impact me, as a native English speaker and a British citizen?

The new rule went into effect June 26, so no it won't affect your application, if you supplied evidence that you are a native speaker. If e-CAS shows your application as "in process," that means they did not return the application as incomplete. :) Also, you SHOULD have received an AOR by now, within a week or two of the application being put into process. Recently, AORs have been coming by email ...

All BC degree-granting institutions (colleges and universities) already administer an English language test to international students as a prerequisite to acceptance and for placement assessment purposes.

Yes, From the CIC CEC site

NEW:

As of June 26, 2010, all applicants in the Canadian Experience Class must submit the original English or French language test results from a designated language testing agency in order to be considered for processing. Written submissions establishing proficiency in English or French are no longer considered.

One more thing I was wondering about, maybe you can help. I know that the 10 month processing time is a guideline only, and that applications are taking up to 450 days at this stage, but do you know if the 10 month guideline would be estimated from the date I submitted, or from the date they began processing my application?
