Areas of training
The 2013 List of areas of training reflects the Québec job market outlook for immigrants.
Files currently being processed, that is, those for which processing began before August 1, 2013 are reviewed according to the rules currently in effect. Applications for which processing has not yet begun and those received after August 1, 2013, will be reviewed according to the new rules.
So, even though you have submitted your application according to the current rules does not guarantee that your file will processed under the current rules. If they get the file but don't start processing till August or September, your file will be assessed under new rules. Your occupation might not be in the new list of Area of Training 2013.
Found this interesting because they are contradicting their own mandate.
