New Rules: Are photos required?

Hi everyone
Does anyone know if photos are to be sent to the Central Intake Office in Sydney, NS with the initial application? The application form has spaces for photos but I am not sure if you need to attach your photos on it. Maybe they need to be sent to the Visa Office later? Please respond!

Read your application guiide. At http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf page 29 it says: "All applicants must submit photos with their application except for applicants using Category 1." and since category 1 is Sydney, that means that you need not send photos to Sydney.
