It is the day your landing document was stamed, i.e the day u entered Canada.
 
Your COPR is completed at the time of landing by the immigration officer. That document is taken by CIC for processing the PR card. Your PR card will be processed automatically as a part of your immigration process and there is no need for any seperate application for it when landed.
