New PGWP rule for Master's students

Hi there, I am studying in a master's program of 1-2 years, what if I graduate in 3 semesters(1 year) in an accelerated way, as per the new regulation(Feb 15) does it still make me eligible for 3 years PGWP? It wasn't explained in detail there.
