New Passport - adverse police verification and PCC India

I was told to apply for a new passport when i applied for a PCC as address and personal dtails had to be updated. I got the passport under tatkaal. But now the police verification has come out to be " ADVERSE ". I contacted the local police station and they showed me that they gave a clear report.

But apprently the Passport office has told the commissioners office to give an adverse report for all people who are living on rent.This is what the people at the commissioners office told me as the file moves to them after local police station.

Does anyone know about this rule and what needs to be done next? I know i cannot get the PCC if i have an adverse remark! I have searched the website to find the truth about this so called circular but cant find anything.

Please advise.

But apprently the Passport office has told the commissioners office to give an adverse report for all people who are living on rent this is not true. something else could be the reason may be you did not furnish the last 1 year residence details or didn't submit sufficient residence proof. visit regional passport office/commissioner's office/local police station and verify the reason, this cannot be the reason of adverse report.
the file moves to them after local police station this is true. local police does its own investigation and sends out the report to commissioner's office for final approval. i have a feeling that your local police officer will provide you with an answer, visit him and try to figure out what went wrong.

The local police officer as well as the data entry person at the CP office showed me the scanned document that has been sent to the passport office. Both reports were clear. But an additional remark was inserted that "applicant living on rent".

The CP office person said that this is the instruction they have received from the passort office. I went back to the local police station and the officer mentioned that yes they(CP office) gives an adverse report to people living on rent even if we give a clear report. Something new!!

I too agree it is very strange coz so many people live on rent. But a lot of people dont care as they dont need a PCC neither does an adverse remark hinder you from travelling. But in this case I need the PCC. It has been a month that i have been chasing for the PCC,passport etc and it keeps getting worse.

If everything is good at your end, you can file an RTI (Right to information) and they have to issue you the PCC or at least give you in writing the reasons for issuing an adverse PCC.

It is a serious issue, they cannot issue you adverse PCC without a valid reason and, if they have done that they are punishable in the court of law.

Whenever any government department releases any information (especially in writing), they make sure that the information is 100% correct or else they are handing over their career.
I think he is talking about the police verification for passport and PCC.

there is some other reason. i got my passport issued at my current residence in december 2016 (living on rent for last 2 years). received passport within 3 days followed by 'clear report' by police within 15 days.
Applied for PCC in feb 2017, received it on the same day.
Raise a complaint as this cannot be the sole reason for adverse report.

may be even write it to Ministry of external affairs and sushma swaraj asking if there is any circular pertaining to this matter.
But i still believe, that there is some other reason, may the the local police wanted (or wants) some bribe.
One of my friend received an adverse report, but after meeting the local police, they asked for another document and 1000 bucks and later on they cleared his report.

no you did not. you say that he is getting adverse PCC which is not the case. What I understand is the adverse report is for the Passport verification and not PCC.
so no you have not got the issue correctly.

Thank you everyone for your responses. To clear out any confusion, i have received my passport under Tatkal but now the police verification has come out to be adverse.

I have not applied for PCC as yet. I had applied a month ago for PCC with my older passport but the PSK told me to renew the passport as my current address changed and my spouse name had to be added.

I hope thia gets sorted out. No clue why such a vague response from the passport office.

Which passport office is this? If I were you, I will file a complaint with the Commissioner's Office and see what the hell is going on. They cannot give an adverse report without any proper explanation. If they say that it is Passport office's request, file a complaint with Passport Officer at your location. If nothing works, file an online complaint at Govt. of India website : http://pgportal.gov.in/

But before that, try to find out the reason for the adverse report.

Adverse report is given only if you were not physically present during the police verification. Was that a case? If you visit psk they will ask for explanation and clear this I guess.

Hi Everyone.

Thought i will give an update on my situation. I went to the passport office today. They made me write an application and then directed me to meet the passport officer. When my turn came she checked my application and the police gave a remark that "Applicant living on rental basis".

The passport officer asked me to give all the photocopies of every document on earth again.. :mad: All these documents were submitted to the PSK, while uploading online as well as to the local police station. The passport officer then made an entry on my application and then said that we will clear your case in 1 week as i told the officer i want to apply for PCC.

I asked the officer what is the problem.. why did i get an adverse remark? She had no idea. She said it depends on the police station. I told her that the police station showed me the report that they gave CLEAR. I told her that when i got the adverse sms i also went to the CP office wherein the data entry person bluntly said that we have been instructed to give ADVERSE to anyone living on rent. So the passport officer just smiled and said maybe that is the case. We dont know anything.

So bottom line i did not have to pay a fine or anything which happens when you get an adverse police report. Like me there were 4 other cases who has the same issue considering i was 10th in queue after standing early in the morning.

Seems like this is some new additional verification initiated by the police or MEA for people living in Thane.I dont know who has come up with this idea but it is so wrong to take people for a ride eapecially when we have given all the documents. Rules are made with no circular that the general public can refer to. No one wants to take responsibility to give citizens an answer as to why are we doing this. Just waste the honest cutizens time. Thats all!!

Let me wait now for a week to see whether they have cleared me now.

Exactly!!!!...I fail to understand why this discrimination and how these rules just keep changing on a day to day basis. And no one tells you the reasons for this. I get it if you have misrepresented information or not turned up for the verification etc you will get an adverse report which you have to pay a 5k fine to get sorted.

But this is not the case with me and many others wherein we have every document in place and submitted.And why only in Thane? Why waste people's time and effort for no concrete reason of writing adverse? As I said earlier in another thread that you have to pray that the rules are on your side for the day you want your work to be done.

Very frustrating..

I agree with your statement about praying that the rules are on your side for the day you want to get your work done.

It seems like every employee specially in government offices have their own set of rules. One day you will be told something and the next day it will be something else.

This discrimination between owners and renters should not be there. If you do not mind spending some time, I would strongly suggest you to file a public grievance against this. May be your efforts will help other people a bit. You can use this link:
