As per my previous post, the median wage is the way to distinguish between the low wage and high wage categories. This is now true no matter what NOC category your on falls under. With that salary offered, you'd fall under the low-wage category, meaning your prospective employer would be under a cap on how many TFWs he can employ. The thing is he applied before the changes (so paid 275 and not 1000), so two things can happen: they'll either refund this and he'll have to apply again, paying the 1000 or they'll just process it anyway. Unfortunately I think the latter is less likely as they did announce all low wage applications before the changes will not be processed. It was just 5 days before the changes, so I wish you luck.

most likely they will return the application with the fees and ask to reapply again under the new rules.
as per the wage you mentioned in your post, you fall under the low wage category which requires more advertising, long processing time, subject to a cap and a limit to work in canada only for 2 years if you were to fall under high wage category and because your job is NOC B you would have a limit for up to four years to which you can keep extending your work permits(of course with positive LMIA).
how long have you been in canada?
did you apply for pr at all?
