New May 13 FSW applications - how to know if cap is reached ?

Dear All

In May 13 cic has started FSW application acceptance -- they say there is cap

So if we apply in some particular NOC

1. How will we know if cap has not already been reached ?

2. If cap is reached what will happen to application ? will it be rolled over to next year or terminated ?

3. If it is terminated then will we get refund ?

If possible to clear my following point,
As we all know that there have much rush time going on at CIC now, applicant who will pay application fee by DD & that valid for maximum 6 months, if CIC reject the application for any reason then will they issue a new pay check as refund of fees (if applicant sent DD expired in case over of 6months) ???
