New LMO with new employer - can I go to the border for work permit?

I need expert opinion from some of our distinguished members.

Just got a new LMO from a new employer for a housekeeper position in East Alberta. Can I go to the US border and re-enter Canada to apply for work permit there? Or should I be applying by mail to Vegreville? Or are both options okay?

By the way, I'm from a travel visa exempt country.
