New lmia and owned money

Good morning if anybody knows, if you owe money from rent and utilities and still not paid yet can this affect my new lmia application

It will not effect the LMIA as it is focused on the employer, not the employee.

Depending on how overdue and if any charges have been brought against you to recover these overdue fees, it may come up in your work permit application. That is a pretty extreme case though, if you are a little behind in some bills it wont be a problem.
