On the canada immigration website the processing time for people who applied before december 7 2016 is 14 months for lebanon and it also says they are working to finish applications before december 7 2017 i have already been waiting 14 months and 2 weeks does this mean i have to still wait another year?! The application is for my husband i am in canada and he is in lebanon

No, it doesn't mean that you definitely have to wait another year. That is simply a generic explanation from IRCC. Your app will most likely be done well before then.
