I have a friend currently living in Tunisia, Africa and is looking for a job or paid internship for this summer. He will be graduating this spring with a Bachelor's degree in Telecoms Engineering. Highly skilled in development, programming, and various computer languages.
He is considering express entry into Canada as the fastest and easiest route to immigrate, but it would be a lot easier with a job.
Is there any other options for him - another route he could take other than express entry? What are his available options? Where could he look to find a job in Canada for this summer?

The honest answer is that his chances of finding a job in Canada for the summer are effectively nil. To get a work permit his employer not only has to give him a job offer but also obtain an approved LMIA. The LMIA process is long and expensive for the employer (4-6 months, $1000 fee) with no guarantee of approval. As a first step, the employer must advertise the job in several approved locations for at least a month to prove no Canadian could be found for the role. The vast majority of employers aren't willing to go through the process. For a summer job, I can't imagine any employer will be willing to do it based on the cost and effort - and because they know it will most likely be refused.

He should focus on getting one year of full time paid work experience outside of Canada and then applying to immigrate. The job offer route really isn't realistic.

Another option would be to come to Canada to complete a masters. However this is an expensive option and he'd need to have available funds of $30K+ just to be approved.
