it's good to help your friend and try to save him some time but you have to think twice before starting because instead of helping him, you might end up hurting him!
i am saying this because:
1-even if he sign the application and fedex it to you his current address is going to be what???
(yours i guess and that is a false claim)....this #1 is not a big deal!
2-lets close our eyes on #1....
how would he be able to provide a state police cetificate and the FBI fingers printed check???
(this one can be solved if in the past he lived in usa)....#2 not big deal too
3-what will happen if an interview is called???
it will be held in usa and i'm trying to figure out how you are going to manage that so he can get a visa in matter of a month or 2 to get here....maybe you know a way out!
i know how long it will take him back there to process his application but i think it's always good to be on the safe side....
eventhough i am one of those who believe that we don't necessary and always have to follow the path but creat it, i am just bringing these issues to your attention!
good luck
