my friend had applied for immigration thru some consultant and she got rejection about a couple of months back..actually her graduation and post graduation were thru distance learning..so CHC didnt give her sufficient points for education stating that she didnot provide any evidence which meets the criteria of full-time or full time eqivalent...she applied for reconsideration with certificates from the respective universities whch clearly state that the courses were at par and equivalent to regular studies...it has been a month bt she hasnt got any reply....are cases reconsidered after rejection..can she reapply again??is there any time period before which she cannot reapply????

What a coincidence, this happened with one of our clients last month. I hope it's not the same person. Just joking well, that was a male PA, but you said she, so it can't be the same person. Also it was mentioned that they had appeared as Private candidate in examination, which is the case with distance learning.
What we have done for them is , we have appealed the case by quoting the Act (IRPA). Your friend's consultant should have done that for her. Anyhow here's what I would write to the CHC.
In response to your email of January 7 (please see attached), we regret that you have arrived at a final decision which appears to be negative. In this letter, we wish to bring your kind attention to some very important facts:
1. According to the CAIPS notes, we have noted that you did not grant Mr. X any education points because it appears that he has obtained all his education as a “private candidate”. We ask that you please see the attached documents:
a) Verification Letter from XYZ School/College (a private college recognized by the Education Department) which Mr. X has just obtained so as to address your concerns. This letter certifies that he was a “regular” student of the institute but because he studied at a private college, the Board of Intermediate & Secondary Education in _______ awarded him a SSC Certificate as a “private” candidate.
b) A verification letter from the Government Postgraduate College and where Mr. X was studying a BA program (1981 – 1983), a Character Certificate, Registration Card, Student Identity Card. All these documents are evidence that Mr. X had attended classes as a “regular student”. Again, because he did not pass all his subjects and retook some supplementary exams which he finally passed in 1984, the certificate was awarded to him accordingly. As a matter of fact, the certificate simply states he was a “student/private candidate of District Mansehra”. This does not mean he was a private candidate all the time. The bottom line is he had completed “the equivalent of two year full-time studies” and attained a Degree of Bachelor of Degree from the University of Peshawar, so 20 points should be granted to him for education.
May we also explain to you why the BA paper appears to look “new”. It is true that it was recently issued because after passing his exams, Mr. X received a provisional certificate from the college and detail mark sheets from the Board which were sufficient documents to get a job.
Recently he applied and got his degree when he was informed that it would be required for applying for permanent residence status in Canada so basically he went to get it only when he was told to get it for immigration purposes.
Dear Officer, we honestly believe that you have come to a wrong conclusion simply based on the documentation and we trust you will reverse it.
In light of the above facts, we believe Mr. X’s passing score should be as follows:
Age - 10
Education - 20
Experience - 21
AEO - 10
English - 04
Adaptability - 10
Total - 75
As such he is eligible for permanent residence status in Canada.
