What if I already submitted the request without the consent form? Can I submit it separately?

No wait for few days, they will send you an email to submit consent form signed by your partener. I did the same thing last month, I submitted without consent form , after one week I got an email to submit consent form. I submitted consent form , and got an automatically generated email that thanks for submitting consent form, you will get your notes within 30 days.

Well it seems strike s not gonna end till sept 9 -- but looks like some staff s working -- maybe they are nt efficient enuff bt will clear most of the jan applicants in this mth coz thr processing is already done. So hopefully thr will not b that much backlog when tge strike ends as slow n steady work is being done thr.
