New confusion about visa office PNP applicant

[Need Canadian Pr]

recently i have found some PNP applicant PR processing file gone to Europe/Asia etc

but the question how is this possible, when we fill IMM0008 we choose our visa office inside Canada so how it can be transfer outside Canada visa office.

when i received my AOR it shows email received from:

LCS
Service Delivery Clerk
Citizenship and Immigration
Centralized Intake Office
Sydney, Nova Scotia

when i received my medical request it shows email received from:

Centralized Intake Office
P.O Box 7500
Sydney, NS B1P 0A9
Canada


now how do i understand where is my PR file processing

it doesn't show your file is outside of Canada ! your file is in Canada !
