Find short term accomodations. Airbnb is an easy way to find a place to stay for first two weeks. In those two weeks try to find an apartment using the websites such as Kijji or just Google .
Minimum amount is mentioned by CIC depending your family size.

There are Facebook groups where people post information on settlement and help each other. Look for "One Family Canada" and "Toronto Settlement Group"
 
I found this interesting video explaining about how to start process for finding job in Canada from outside. I liked the 2 strategy he shared I am going to test those

Not exactly. I have done the pre-arrival program. They do talk about changing the location a few days before arrival and adding recruiters. Not about the virtual number. I think, taking a virtual number is not entirely legal. You are misrepresenting the facts about your current location to a recruiter / company. However, that should also apply to changing the location on LinkedIn before arrival.
